Activating hotkeys for unfocused apps

So I've been searching all over for this and haven't really been able to find an answer and am slightly worried that this software might not be able to provide what I want.

I've been trying to set this software up to create hotkeys for OBS (streaming software) with a second numpad, and whilst my hotkeys do work whilst OBS is currently in focus, If I run any other app/game/window in focus, those then take priority and My hotkeys no longer affect OBS.

Is this possible to do with this software? To create hotkeys that are accessible by any background software that is monitoring for hotkeys? Or am I strictly limited to ONE in focus application?

If anyone has found a solution to the problem I am experiencing, please let me know, even if it means multiple software solutions

i have the same issue ...
But sometimes it's work, sometimes not ...
and since 2 week, i can't activate any shortcut with OBS Studio ...

If you find something about that i'll be happy to know it
