Sorry I have tested the new version 2.1 and i have always the same problem ! After reflection, I think exe.xml launch HIDMacro as administrator (like cmd command) but i was logged as user with adminstrator's privilèges. Yes, when I launch HIDMacro directly (.EXE or shortcut) i can create and delete macro and after launch FSX all my macros are OK !
I can also in the directory of HIDMacro (Program files (X86) \ HIDMacro) modify, copy, delete the file hidmacro.xml
